Servant Leader - People First

As a candidate for Gila County Board of Supervisors, District 3, I am committed to putting the needs of the people first in all of my decisions.

With over 22 years of experience in public service, I have the knowledge and skills to make a positive impact in our county. I am a native of Arizona with a proven track record of building and running A-Rated public schools in the valley.  As a former Principal and Superintendent, I was invited by the Pima Indian Community to build and run my program on their reservation.  During this time, I worked closely with both state and federal government departments for funding, compliance, and budgeting.  Currently, I run 3 successful small businesses in Arizona.  I believe in volunteering and have served as elected Precinct Committeeman for Young, Young Public Library Board, Gila County District chair - Mid, and State Committeeman, Young Library Board, and Pleasant Valley Community Council Board.  I am happily married, have 7 children, and 15 grandchildren.

Economic Development:
What are your plans to promote economic development in Gila County?

I plan to accomplish economic growth by offering incentives to entrepreneurs by offering tax breaks, collaborating with the Chamber of Commerce and community stakeholders to entice small businesses to move to Gila County, and cutting unnecessary regulations.  I would also like to entice Trade Schools to come to Gila County to educate the youth to stimulate job growth.

 

How will you support small businesses?

I will create a business-friendly county by first meeting with small businesses to determine what regulations are hurting their businesses and work to cut unnecessary regulations.  I will meet with banking institutions to encourage creative packaging of lower interest rates. 

Infrastructure:
What infrastructure projects are your top priorities for the county?

I will make improving roads in Gila County a top priority.  I will hold public meetings with the County Public Works Director and invite the public to make comments about their concerns.  With this information, I will determine a priority list schedule of each road in Gila County. This will be posted on the county website for citizens to track the progress and get updates of any changes.


How will you ensure the maintenance and improvement of roads, bridges, jails and public facilities?

I will prioritize the budget to accomplish as many projects as possible, based on the safety of citizens, citizen input, protection and maintenance of infrastructure assets, and available funds.  When signing contracts with contractors, I will include an incentive payment plan to complete projects on time.

 

 

 Environmental Issues:
How do you plan to address issues such as wildfire prevention, and land management?

The Forest Service has identified the need for more fuel treatment by thinning trees, prescribing burns, and pruning. I will partner with the Forest Service to promote wildfire prevention in the county.  It will be important to have ongoing Firewise education of the citizens on best practices by way of social media platforms.  Posting a list of contractors who provide Firewise services on the county website will help citizens find help to Firewise their property.  A bi-annual review of the County Emergency Plans for Wildfire prevention will be conducted to reassess protocols and their effectiveness.  To manage land usage, I will strive to balance resource use and support ecosystems.


Community Engagement:
How will you ensure transparency and accountability in your role as a county supervisor?

I will conduct an annual review of my performance as county supervisor by sending a survey to the residents of Gila County for feedback and improvement.  This will be done online, or with hard copies of the survey provided in the county offices. 

The public has the right to access public records or FOIA requests in a timely manner without long delays and I will strive to make this happen.

I will post detailed budgets for citizen review on the county website.


What methods will you use to engage with and listen to the concerns of Gila County residents?
I will listen to the concerns of Gila County citizens utilizing all forms of communication, including email, social media, YouTube, Instagram, and Twitter.  I will hold round table discussions with citizens with differing views to strive for win-win solutions.  I will hold town meetings and conduct citizen surveys to determine what their greatest concerns are in the county.  This information will determine what actions will be taken.   I will provide my contact information to the citizens and respond in a timely manner.  Having a county hotline for citizens to call for questions or comments will provide one place to go for information and get a pulse for citizen satisfaction.

Fiscal Responsibility:

How do you plan to manage the county’s budget effectively?

I have 22 years of experience managing both state and federal funds for compliance, with clean audits.  To construct school buildings, I acquired millions of dollars of bond funding and provided investors with quarterly reports.    With this experience, I would start by reviewing the county budget of each department, look for deficits and surpluses, cut any unnecessary spending, and reallocate funds to the top priorities of the County based on safety, protection and maintenance of assets. I would not start an infrastructure project without knowing that a sustainable maintenance and operating plan is in place, with guaranteed funding.


What are your priorities for allocating funds to various county services and projects?

I will determine priorities by surveying the citizens first.  This data will inform me on how to prioritize services and projects and will allocate funds accordingly.  One my priorities will be to help the most vulnerable citizens of Gila County, such as senior citizens. I will work to cut property taxes for senior citizens .  Another priority for me is supporting college education, adult learning, youth programs, and career/technology.


Local Issues:
What do you see as the most pressing issue facing Gila County today?

In a recent Board of Supervisor meeting the County Manager explained that the County had approximately12 million in county infrastructure needs and only has $5 million to spend. The county facilities in the south have been neglected for many years regarding maintenance and repairs. The county Board of Supervisors have neglected preserving and protecting the county infrastructure assets by not setting aside funds for a sustainable operating plan.  By neglecting this important strategic planning, they are now concerned about the safety of the citizens and meeting safety standards.  Neglecting maintenance and repairs can be more costly due to wear and tear damage.

How do you plan to address this issue if elected?

With my work experience in budgeting state, federal, and millions of dollars of investors bond funding, I will prioritize the county infrastructure projects based on health and safety, capital assets preservation, and money savings.  I will also add capital asset preservation and protection to the county budget to ensure that this situation never happens again.

 

Ethical Questions:
What motivated you to run for the position of Gila County Supervisor?

I have observed County Supervisors rubberstamping an ordinance that the County Administration gave them and admitted that they did not read it before voting on it. Therefore, the unelected County Administration is deciding on the direction of the county.  They have spent millions of taxpayer funds on expensive projects without any thought of where the money was coming from for maintenance, operations, or advertising. The County taxpayers are picking up the tab. While in a County Board of Supervisors meeting, a group of citizens attending were treated poorly by the Supervisors telling them that they were “irritating” them and to stop bringing groups to the meetings.  Citizens should be treated like customers in a business.  The Board of Supervisors have forgotten who they work for…. the people.  I am a successful businesswoman and will treat citizens like a valued customer.


What are your core values, and how do they influence your decision-making process?
I believe in God, Family, and being loyal to this Country.  I believe that if you lack integrity and morals in your personal life, you will also lack integrity in your public life.  I have integrity in my personal life and will carry that into my public life. I will make decisions based on Christian values and upholding the Constitution.

Why should voters choose you over your opponents?

 I bring a business mindset to this position. I am a hard worker who is honest, reliable, trustworthy, moral, service oriented, and a fighter for the will of the people.

You can choose to have the same old, same old government controlling the people model that we currently have right now in our county OR you can elect me to give the control back to you...the people.  You are the boss.  The constitution gives you the right to control the government.

Instead of the county government deciding what projects get done, let's sit together and make plans on the priorities that YOU want done.
